Plain-Language Guide

Understanding Santa Clara County General Assistance

General Assistance (GA) provides cash aid and employment services to adults without dependent children who have no other source of income and don't qualify for programs like CalWORKs or SSI. This page explains the basics in plain language and points you to the right office and the official application channels.

What Is General Assistance

A safety net for adults without other support

General Assistance is a county-funded program for adults who have no dependent children and no other source of income or eligibility for federal assistance programs. It provides short-term cash aid along with employment-related services, since the program expects most recipients to be working toward self-sufficiency.

Applicants must first apply for any other public assistance program they may qualify for — GA is meant as a last resort, not a first option, and people who qualify for programs like CalWORKs or SSI are not eligible for GA instead.

Eligibility Basics

What's generally expected of recipients

  • You must apply for any other income or benefit programs you may be eligible for first.
  • If you're considered "employable," you'll generally need to register for work with the State Employment Development Department (EDD).
  • Employable recipients are expected to actively seek full-time work and participate in a supervised job search.
  • Employable recipients may also need to complete a set number of hours in a public works program each month.

Eligibility depends on your specific situation and can only be fully determined by a county eligibility worker — this page is a starting point, not a guarantee of approval.
